Support Flood Victims

— Hundreds of thousands of people are desperate for food and shelter across Africa after the worst floods in three decades, as fresh downpours hampered relief efforts.

Some 1.5 million people have been affected in 18 countries and close to 300 have been killed by the record floods.

In Uganda, one of Africa's worst-hit countries, renewed rainfall in north-eastern regions has complicating catastrofic efforts to deliver aid to flood-affected areas.

"The short dry period we experienced for three days was broken yesterday and it has been raining for the past 24 hours, making all roads inaccessible," said Uganda's State Minister For Disaster Preparedness Musa Ecweru said.

An estimated 500,000 people are affected by the floods in Uganda, according to UN agencies and government officials.

State of Emergency!

The crisis prompted Uganda's government Wednesday 19th September 2007 to declare a 'State of Emergency', the first time President Yoweri Museveni has resorted to the measure in his 21-year tenure.

"We need air transport and support to deliver food items to the districts, but we are just praying that it stops raining," Ecweru said.

"People still require basic necessities, sanitation is worrying and there are fears of outbreak of waterborne diseases!"

"We need help from the public as well as partners to deal with these problems," Jireh Christian AIDS Organisation & Community development, JICAOCOD has come with measures to support these flood victims!

In Uganda, over 6,000 people are sandiwitched between the flood waters and most village farm lands have been washed away!

Aid organisations have warned that beyond the immediate needs of those displaced by the floods, destroyed crops could lead to a major food shortage in several parts of the continent and Uganda in particular.

Appeals for emergency funding have been launched by the United Nations, the European Union as well as the government and aid agencies.

Louis Michel, the European Commissioner for development and humanitarian aid, said that the disaster highlighted the threat posed by climate change to the world's poorest nations.

"Every new disaster highlights the danger that the world, and more particularly less developed countries and small insular states, faces from climate change," Michel added.

AT least 1,000 flood victims of Abako sub-county in Lira district have been resettled in a new camp. The victims, who were displaced from Olanoamuk and Olaoicak villages, were taken to Obiaodepo by the United Nations Children’s Funds (UNICEF) on Thursday.

Over 270 households lost their huts and crops and were displaced to Apami, Tyengar and Okut primary schools.
UNICEF gave them relief items which included blankets, mosquito nets and tarpaulins.

The Abako LC3 chairman, Bernard Angol, said the victims were being sheltered in classrooms and staff rooms.

Awapiny, Olyet and some parts of Acede villages were seriously affected by the floods, Angol added.

“Over 500 huts have collapsed. We expect more huts and crops to be destroyed because it rains heavily daily,” Angol said.

Bridges Washed & Crucked, Fares Shortup

The woes of travelling through Awoja Bridge in Soroti, which links Kenya and parts of the greater north and Southern Sudan have deepened as water levels along Awoja Swamp continue to rise.

All traffic has been diverted to the old Mbale Road from Kumi to Soroti through Agu Bridge in Kumi District Water levels are also rising at the Agu Bridge.
Komolo Bridge that links Soroti to Katakwi and Karamoja sub-region has also been temporarily closed.

Those travelling from Soroti to Karamoja now pass through Acowa Sub-county in Amuria District. "We have made these decisions out of desperation. We know the diversions are not the best but in the interest of saving lives we have to use them," Soroti District Chairman Stephen Ochola said yesterday.

Transport costs and prices of commodities have more than doubled in Teso sub region.
Transport fares from Soroti to Amuria have gone up from Shs4,000 to 10,000. Salt prices have risen from Shs.200 to Shs.1,000 per sachet of 500gm,"
